March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for years. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. Most DoD employees work hard and are committed. I think that there are better ways to control government spending than putting the blue collar force into a "pay band", where the good ol boys club will determine how you survive. So you think that all supervisors are fair and impartial? Wake up and smell the stuff you are shoveling. Most people who are in supervisory roles in DOD got there because they've hung around long enough to get there and has nothing to do with how good they manage. And these are the people who make it to the top?? They're going to decide my fate? What are you going to do about it? The sad part is that you really don't know how it all works in civil service, and won't take the time to find out, and don't care really. I am an aircraft mechanic for the DOD. I train reservists, active duty and other DOD civilians. When it's all about "pay for performance", do you honestly think that myself or anyone else is going to train other individuals? Especially knowing that making yourself look as best you can for a potential raise will mean keeping as much knowledge to yourself as you can. Wow. So someone like myself who has 16 years of aircraft experience won't be training your active duty force any longer, sorry. Sink or swim for those guys, you've got me fighting for my working life!!! And with the active duty force being cut way back, the only real experience you have is the civilians. Come to our roll call and see for yourself. Active duty is very thin and the folks out there working are ticked off that they don't know what to do and are getting overworked, the reservists that are activated are mad because they're activated and they see these active duty folks getting out, PCSing, going Palace Chase while there lives are turned upside down only to see there active duty conterparts leaving. So where does that leave us?? Active duty and reserve retention way down, most folks not re enlisting, no experiece out here working on a 150 million dollar aircraft, except for your DOD civilians. And you're about to screw them, nice. Mr. Rumsfeld said DOD civilians pay and benefits are an issue of national security, and he's right. He's just not on the right page. When the civilians stop sharing information (to fight for there jobs because of NSPS) and training other folks, and all you have is a bunch of 17/18 year old kids working on airplanes, it will be a matter of national security all right. I'd hate to be a flight crew..... Sincerely,
