March 11, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. Civilian Deployment Federal employees could be assigned anywhere in the world, even into a war zone, with little or no notice. I am proud to have served my country in the Army for 21 years and as a DOD civilian for the past 15 years, but I am also responsible for caring for my family and my personal obligations at home. We are civilians and not military. If you need more personnel in the feild then ask for vollunteers or bring back the "draft" to fill the shortage of overseas war zone millitary positions and allow more frequent troop rotations. As a supervisor, I know how easy it would be for my superiors to try to influence the annual reviews of my subordinates in support of my superior's own interest and not necessarily for the best interest of my organization. There are too many Officers and senior Non Commissioned Officers that would purposefully subjucate the new system to eliminate or retaliate against workers because they don't like them for whatever reason they can think of. There are measures already in place to accomodate any situation from dealing with disciplinary problems to promotions and pay incentives for exceptional job performances. The new system won't promote that. It looks good in theory but will fail in practice. One person should not be the final say of what offenses would be deemed severe enough to terminate employment without any chance of appeal. The Secretary of Defense should not be more powerful then the President of the U.S. The NSPS system would put him over the Supriem Court because there would be no appeals allowed. How can you expect loyalty from workers who would now become slaves to an unfair and unjust system. Without fair representation we would be no better then indentured servents with no hope of promotions and very little hope of being paid a fair salary comenserate with the local non- government employees. How can we show the world how great democracy is. How great it is to live in a country were peoples' rights are respected and then turn around and take away their right to fair and equal treatment from the very government that they work so hard to defend and protect? Shame on you Mr Rumsfield! Shame on you people at Civilian Personnel who are behind this! Shame on all the Senators and Congressman that we entrusted our lives and fortunes with that back this plan. And a special "Shame On You" Mr. President for letting this go this far. It is hard for me as a fellow Republican to even think of supporting such a disaterous proposal as the NSPS. I respectfully ask that you not allow the NSPS to be initiated. Sincerely,
