March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for years. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. Most DoD employees work hard and are committed. I believe that mistreating the employees will hurt the agency?s mission. I am very upset by NSPS. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. I really don't understand how this could possibly be allowed to happen. Not only am I a government employee but I am a retired U. S. Marine as well. In one way or another I have served the federal government for the past 29 years. I am saddened and disolutioned that the powers that be think so little of us that the may exercise there personal will with us. I can not help but wonder if this is an abuse of power. I also question the secrecy of the entire evolution. This act wil impact hundreds of thousands of government employees. But it's implementation is being conducted like a thief in the night. One would think a system with such an impact would make local or national headlines, but for some unknown reason it is not. NSPS also makes me wonder if anybody on capital hill cares about the welfare and morale of federal employees. It has been said that this system will bring federal employees in line with the civilian business spector. If this is true I think congress should look into the goings on in that spector. If this is their way of doing business, then it too should be illegal. Sincerely,
