March 13, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. The new NSPS regulations seem like a solution in search of a problem. DoD representatives were repeatedly asked for specific incidents that made NSPS necessary when they appeared before Congressional committees, but were unwilling to give any examples. The only reason given was the glittering generality that the new rules might be needed in the future, as well as frequent use of what DoD thinks are "The Magic Words" - "In order to win the wqr on terrorism" . The present Civil Service system wasn't instituted on a just in case basis. The same abuses that made the Civil Service system necessary originally are still out there waiting to run wild again once the Civil Service protections are eliminated. Civil Service protection kept employee interests under the watchful eye of Congress. Under NSPS, management is put in charge of watching management. Talk about having the fox watch the henhouse.
