March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I am not afraid of the new system. In some ways I wish this had been in place before. We have people who see government service as a form of welfare - sit on your butt do nothing and collect a fat check. It is time that everyone is made to be accountable for their actions. However, I am somewhat concerned about the training and supervision of the managers. In private industry the big equalizer is the bottom line. Managers decisions affect the bottom line and their own future. In private industry, decisions are often made that support the business strategies. In government, we have no such equalizer. Nepotism and the buddy system rule even now. Highly skilled people are not promoted, rewarded, or used properly within the organization. Without proper training and oversight I fear that this will become an even bigger problem. Thank you for the opportunity to express my concerns. Sincerely,
