March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for about 13 years and feel that by implementing the new personnel system it will cause major problems not only between workers and bosses but with the moral of the workplace. It doesn't seem fair at all that a supervisor will be able to rate it's employee however they want and will not have to be accountable for what the ratings are!! That is NOT RIGHT!!! A worker deserves the ratings that coincide with their preformance. With the new system it could be done by the "buddy system". If you are not in the click then you are out of the good ratings. The proposed system does not seem fair when or if a RIF were to happen. I presently like the current system where seniority, evaluations, and Veterans preference are taken into account. Sincerely,
