March 14, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for the US Navy for a number of years and have seen and been involved with significant changes. But what is proposed here is the worst thing that could possibly happen to civilian Defesne workers. To begin with, its only a half a loaf. DoD needs to put their entire proposal on the table in the beginning. Their so called "implementing issuances" just confuse the proposal. The entire proposal smacks of union busting, plain and simple. My Senators and Congressman know full well how I feel and I sincerely hope that once again DoD is held accountable for their second attempt to mis-lead American Taxpayers and members of Congress.
