March 9, 2005 DoD NSPS Comments , DoD NSPS Comments: I am writing to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS) seems to be a "work in progress" rather than a finished product for review and implementation. In trying to get a better understanding of the proposed system, by reviewing the NSPS website, I have found that there are many more unanswered questions than answered. How can the NSPS regulations be put into place, affecting 40% of the Federal workforce, and still have sections of it requiring further study (e.g. Process of Appeal) ? I find that I'm undecided as to whether NSPS will be a good or bad thing. However, I feel very strongly that the move to implement NSPS now is wrong. The NSPS regulations need to be widely distributed, talked about and analyzed more closely before we switch over. Too many people are walking around with a feeling of bewilderment and, in many cases, anxiety about their DoD career futures. America is at war. We are fighting for democracy abroad. Premature implementation of NSPS will divert the attention of defense workers from the soldiers? welfare to protecting themselves from abuse on the job. I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers. Sincerely,
