March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: While I agree with the principle of awarding top performers for their efforts and streamlining the hiring process, I have many concerns about the proposed new pay system. NSPS will make the job of being a DOD supervisor much more difficult. No supervisor, no matter how fair and impartial, could be counted on to perform all of the decisions they will have to make under this new system. This new system changes the way workers are paid, evaluated, promoted, fired, scheduled and treated. It opens wide the door for favoritism. DOD did not fund its awards program last year. Given the agency's record on this issue, how can employees feel confident their salary increases will be funded? This appears to be a means to balance the budget on the backs of the federal workers. There is no impartial appeal system to assure everyone is being treated fairly. It will create a situation where employees are in conflict with one another and afraid to speak out about such things as harassment, violations of the law and workplace safety problems. Also, it will undo the efforts to create a team environment in the workplace. It will create a situation where every employee will be looking out for themselves, instead of working toward the common goal of supporting the warfighter. The system will allow managers to schedule employees to work without advance notice. This is intolerable for working parents. Federal employees could be assigned anywhere in the world, even into a war-zone, with little or no notice. The whole layout of these regulations is an attack on the Federal Worker?s basic rights. I urge you to rethink these proposals. It will destroy the morale of the workforce and divert the attention of the workers from doing their jobs to protecting themselves from abuse on the job. Improvements can be made to the current system that will achieve the same benefits without throwing the whole pay system out. We need work rules, as we have had them for so long, that preserves fairness, serves the American people and respects the rights of DOD workers. Our National Security is literally at stake!!
