The following is and excerpt of what is being sent by management: MYTH Under NSPS, DoD civilians can be assigned anywhere in the world, even to a war zone, with little or no notice. FACT Currently DoD has the authority to reassign employees, including reassignment to overseas locations, when necessary to support the mission. We do this under today's system. This authority is unaffected by NSPS. One of the goals of NSPS is to reduce its reliance on military to perform jobs that could be performed by civilians. Yes this has been true sense I have been in civil service (29 Years). The only problem is before you had to sign a written statement agreement you were will to accept this responsibility before you could accept the job. Now it seems like now you don't have a choice in the matter. I think you should have a choice in the matter if you are a current employee or future employee. If you do not want to sign such a statement than you should not be consider for the job in case of a job promotion. One way they could fill those jobs requirements would be: Maintain a volunteer list of person willing to be considered for placed such as Iraq. Then jobs could be filled with those personnel before mandatory personnel placement. Yes of course during national emergency mandatory jobs placement would happen. Another interesting thing about this is that you can be placed in a lower paying job thus resulting in lowering your income. Their needs to be a clause in the NSPS that on mandatory moves that the income will say the same or be increase (in the latter case it should be treated as a promotion). It you are being assigned to a combat area additional income should be authorized for the hazard. I would recommend that is should be based on a percentage of your yearly income. I recommend it should be 100% of your yearly income if you are in a combat zone, if it is any where else outside the 48 states it should 50% on your yearly income. If you are required to work any over time hours this percentage be applied to those hours on top of the over time pay.
