In accordance with 5 USC Sec. 553 I am requesting that you repeal the proposed NSPS, the public affected personnel cannot give proper comments to an incomplete regulation. In several areas throughout the proposed NSPS there are statements such as the following examples: Classification--Subpart B Under this new system, DoD (in coordination with OPM) will have the authority to establish qualifications for positions and to assign occupations and positions to broad occupational career groups and pay bands (or levels). Pay and Pay Administration--Subpart C DoD (in coordination with OPM) will establish any NSPS premium payments through implementing issuances. Adverse Actions--Subpart G DoD has not yet identified a proposed list of such offenses. The current proposed NSPS should be repealed until such time that DoD can put together a complete proposal for public comment.
