Comments:
General Comments: NSPS will affect my father and other civil servants negatively. I feel that the current system is still viable. This new system is more subjective than objective. Changes to the current system could suffice here; a biased NSPS system is not an improvement. Subpart C: Pay and Pay Administration 9901.301-9901.373 NSPS will affect my father's pay. Civil Service will no longer be guaranteed annual raises, QSI, or locality pay. NSPS makes these pay issues subject to the first line supervisors' discretion. By removing the appeal rights to these issues it will force the bargaining unit into poverty. This NSPS system will have a direct impact upon my college education.
