March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: THIS LETTER IS IN REGARDS TO THE PROPOSED NSPS REGULATIONS THAT THE DOD IS GETTING READY TO IMPOSE ON FEDERAL EMPLOYEES.I'VE BEEN EMPLOYED AT OTIS FOR 13 YEARS AND HAVE BEEN LOYAL TO MY COUNTRY AND THE BASE THAT I WORK FOR AS HAVE MOST OF THE PEOPLE WHO WORK HERE. THIS NEW SYSTEM BY THE NSPS MIGHT LOOK GOOD ON PAPER IF LET'S SAY THE DOD EMPLOYED A BUNCH OF AUTOMATONS, BUT IN REAL WORLD APPLICATIONS IN WON'T WORK. THERE IS QUITE A BIT OF NEPOTISM IN EVERY FEDERAL AGENCY THIS ONE INCLUDED. A SUPERVISOR WITH A GRUDGE COULD UNJUSTLY HURT ONE WORKERS PAY ALONG WITH PROMOTIONS, ONE'S WORK SCHEDULE WILL ALSO BE AFFECTED BECAUSE THE DAY SOMEONE CAN'T STAY LATE FOR WHATEVER PERSONAL REASON, NOW HE WILL HAVE TO FOR FEAR OF RETRIBUTION.THIS SYSTEM WILL ONLY CAUSE DISSENTION AND CREATE A WORK FORCE FULL OF BACKSTABBERS THAT WILL HURT THE MISSION AND THE PRODUCT, WHY SHOULD WORKER "A" SHOW WORKER "B" HOW TO DO A CERTAIN TASK IF THERE BOTH VYING FOR A RAISE OR IF WORKER "B" IS THE BOSS'S PET. MAYBE THE SYSTEM NEED'S TO BE REWORKED AND MAYBE THE DOD AND THE AFGE CAN REWORK IT TOGETHER. Sincerely,
