March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I am writing to say that I believe the proposed NSPS will undermine our Civil Service and severely hurt DoD employees. Employees should continue to receive the same annual pay adjustment that other GS/FWS workers receive. Individual pay increases for performance should include guaranteed percentages based on their performance. In addition, employees should be able to appeal any performance rating to an independent grievance and arbitration process. Neither should DoD change the current layoff/RIF rules that give credit for performance and years of service. The current standards approved by the courts relating to suspension or termination should remain in effect. The labor management law governing the employees? right to organize and engage in collective bargaining should also remain intact. Sincerely,
