March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I am deeply troubled byt he proposed regulations, referred to as the National Security Personnel System (NSPS). The regulations make sweeping changes that are very bad for the most part. The pay sytem is full of loopholes and seems very complex. The current system is trusted because everybody can see and can see how everybody will be tredted eqitably. As a result people trust the pay and classification system. It can be made to have a closer link between pay and performance without eliminating the traits that has given it credibility with the workforce. The proposed system looks like it has a secret agenda to take money from some workers and gi ve it to others and supressing overall pay (and in turn retirement) for the vast majority of employees. This will create hard feelings. People will get upset and will be de-motivated by the pay system. Taking away the right to negotiate over issues is anti-American. Do we maintain our national security only to have the government take away our freedoms .There is no reason to do this. Nor is there, nor can there be, any rational reason to not let independent bodies such as the MSPB and arbitrators decide cases as they do now. These rules simply are trying to make sure every management performance rating or adverse action cannot be changed whether the manager is wrong or right. Fairness is what is important, not making poor managers look good. Giving poor managers in the workplace unchecked authority to intimadte workers is a throwback to the early 1900's and is not what workers react positively to in the year 2005. These rules are a big mistake. DoD should go back to the drawing board and creat a system that really will improve organizational performance. Sincerely,
