March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: The step increases within a grade recognizes that a person becomes more proficient in their job and are awarded. These are pay increases that a civilian can count on towards their long term retirement some day. Under NSPS, step increases are taken away and pay increases are awarded on the basis of performance ratings. If this is so good, why don't you take the step increases away from the soldiers/sailors/airmen on their pay scales. If you did that to them, you would lose a lot of dedicated people. Civilians are no different from the Military. Civilians are very dedicated workers. Sincerely,
