March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I once knew a soldier that told me that he received average performance ratings from his supervisor and when that supervisor was transferred to another base, he told the succeeding about the performance level of this soldier. Hence the soldier never received an exceptional rating. Then one day, the soldier was transferred to another base where no one knew him. He then started to receive exceptional ratings. In other words, what if a Civilian received exceptional ratings and then one day he had a new supervisor transferred to his office and did not like him, so under the new rules, he would be fired with no bargaining rights to prove that he was a very good worker!
