March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: How much more transparent can the administration be in its loathing of Unions and Federal employees? They are only using National Security issues as a ruse to get to an end result. But Let's just talk about the fairness of the proposed NSPS system. Is it fair to set up an appeals process for adverse actions and performance that is so heavily weighted on the side of management as to be laughable? Is it fair to reduce the already short list of matters that are bargainable by employee representatives? Is it fair for an employee such as myself who has worked for decades in the Department of Defense supporting our troops to be thrown out in the streets during a reduction in force before another employee who just started work and has a slightly better performance evaluation? Is it fair to call the new pay system "Pay For Performance" when the performance pay is limited to amount made available by the agency or department? (If it was really pay for performance the pay would be tied to performance levels and if the level was met a set percentage of money would be there to draw from, period). Is it fair to limit pay increases to performance and not reward commitment (seniority) as well? Is it fair for NSPS to have been developed behind closed doors with little or no input from employee representatives? The answers to the above questions say everything I need to say. Sincerely,
