March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for the DoD for 35 years, I am appalled and dismayed concerning these proposed changes. I work for Enlisted Records and Evaluation Center and I work hard defending my Country by ?Taking Care of Soldiers?! I am dedicated and committed to the mission. This system is unfair and imposes undue hardship on employees. Currently, supervisors, managers are supposedly held accountable, however, there are more than just a few supervisors/managers who abuse their position by allowing ONLY their friends or chosen pets to receive monetary awards or high profile projects. Often times the friends or chosen pets are incapable of doing the assigned tasks, so a more dedicated and proficient employee gets stuck doing all the work without reaping the benefits. Pay increases in my opinion are based on employee performance, because it is up to the Manager to approve or deny within-grade-increases, especially if a employee is performing below performance level. Federal workers salaries have been behind private industry longer than I have been an employee and with the current federal deficit I don?t see it changing. Civilian employees being deployed! Let?s face reality here! Our Armed Forces are trained to defend our country in battle, as doctors, lawyers, and etc? We as Federal employees are NOT! If a civilian employees CHOOSES to be deployed, that is THEIR choice and that is what it MUST BE, A CHOICE! As far as Labor Relations, who will protect the federal employees against unfair practices. AFGE and MER need to stay in place!! Was there any thought about the federal employee, being a HUMAN BEING, with families, maintaining households or continuity of life? Sincerely,
