March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for almost a year now and one of the reasons why I applied for a job on the DoD was the idea of working for an employer with fair set rules, principals, and a wide array of opportunities, as well as some kind of stability, so hard to find on this days, and as an added bonus the fact that I was some how helping to preserved our most precious treasure, ?FREDOM?. After going through all the process to get finally the opportunity to be part of the civilian personnel working force, I got the unpleasant surprise of the possibility of being subject to a different system that doesn?t take in regard the best interest of their main asset, their employees and questions their commitment to the defense of the country. I believe that mistreating the employees will hurt the agency?s mission. I am disagreement with the NSPS in a lot of their proposals and I can?t understand how all the changes on the way workers are paid, evaluated, promoted, fired, scheduled, and treated will helped the process of staffing. The only reality that seems to transpired after reviewing the propose changes is the fact that the system will relay on the supervisors and put the future of the workers and their families on their hands and will not provide a way for an impartial appealing system . This might work on a world were unfair practices, bias, personnel interest, favoritism, etc. have been eradicated, but unfortunately we are not there yet; as is stated on one of the NSPS FAQs: ?Managers and supervisors are key to successful NSPS implementation.? Changes are good and necessary, but not to the expense of others. I urge you to force DoD to rethink this proposal. Sincerely,
