March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: Subpart D, page 7585, paragraph 9901.406. Subparagraph (b): Recommend adding a sentence to this subparagraph as follows: ?Performance expectations that management deems critical will be communicated to the employee, and documented, in writing.? This provision would protect both parties. Specifying the truly critical performance expectations in writing would force management to be very clear and concise about what it really wants to happen; having the expectation in writing will help employees be more focused on what management views as really important. Subpart D, page 7586, paragraph 9901.407. Subparagraph (b): Recommend adding a sentence as follows: ?It is incumbent on management to advise employees of performance problems and to begin efforts to mitigate those problems as soon as they are observed.? Employees should not first learn that management is displeased with their performance during the annual appraisal cycle. Performance problems are frequently due to misunderstandings of the tasking and its significance in relation to other work efforts. Early action on management?s part often eliminates these performance problems. Subpart D, page 7586, paragraph 9901.409. Subparagraph (d): This subparagraph states: ?An appropriate rating official will communicate the rating of record and number of shares to the employee prior to payout.? What is meant by ?number of shares?? There is nothing in this document that I?ve found that explains what this means. Sincerely,
