March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I am writing to express my strong opposition to the one-sided implementation of NSPS (Federal Register, February 14, 2005) at DoD. I am also sending a copy of this memo to my representatives in Congress. It is stupid and counterproductive when managers treat employess as the enemy, and that is what NSPS does. It is unconscionable for DoD managers to embark on courses of action that marginalize and oppress federal employess, thus interfering with their morale, functionality, and efficiency. You are supposed to be husbanding and supporting this human resource, not undermining it; these are the people who do the actual work of your agency. The NSPS system degrades the way federal employees are paid, evaluated, promoted, fired, scheduled, and treated in general. Managers and officials who degrade America's capability to function are no better than foreign forces that work to degrade America's capabilities by violence. Get with the federal employee unions and other oganizations, and mutually work out a policy as you were inmstructed to do by Congress. Create policies that preserve fairness, serve the American people, and respect the rights of federal workers. The federal workforce belongs to America, not to you. Sincerely,
