March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: Implementing this system, will make experienced people leave the DOD and go to other Federal Government Agencies which don't have this system. Because it won't be fair treatment comparing with other Federal Government Agencies. Sincerely,
