March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: As a 20 year DoD employee, I can appreciate what DoD and Mr. Rumsfield are trying to do. They want to make work rules more like they are in private industry. They want to cut deadwood and reward performance. This is all great, in theory. In practice, it has one underlying flaw that will keep it from being successful. Ther is no profit motive when working for the Governement. With a P&L statement you can easily discern someone's exact value to the organization. In DoD there is no way to effectively and fairly determine an employee's contribution to the organization. By nature, this determination is subjective and is based on many factors, human nature being as it is, including how well liked a person is by his supervisor. Just as with the SAP system, we are attempting to drive a square peg into a round hole. I think the pass/fail system taha we have been using is laughable. But the proposed system is extreme. I think we should meet somewhere in the middle. Sincerely,
