March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for 20 years. I don't believe this is going to be a fair and equitable system, due to the bias by many supervisors. If you are not one of the "good ole boys", which I am not, then I don't believe the "pay for performance" is going to work. Employees will be afraid to speak up when something doesn't make sense, for fear the retaliation will wait for them when annual appraisals and awards are given out. I don't think it's right that someone should get an award because they go fishing with the boss - they need to be a top performer and be recognized because of that, not because they spend off-duty time with the boss. Also, I work in the budget arena, and I'm having a hard time trying to figure out how the civilian payroll budget is going to be calculated. There are just too many loose ends, and in this day and age of shrinking budgets, this is just ridiculous. There is no rhyme or reason to awards or raises, so where's the accountability? There isn't any. I'm disappointed that the legislature is so concerned with revamping the civil service pay system when their retirements and pay system hasn't been looked at in who knows how long. If the congressmen had to work under these conditions, I strongly believe it wouldn't happen. Sincerely,
