March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: As a 28 year federal employee at Selfridge ANGB, my comments are as follows. 1. Merit Pay- Favoritism in granting performance awards has been a problem in DOD for many years. It seems likely that merit pay will encounter many of the same cronyism and favoritism issues which have plagued the aforementioned awards system. 2. Employee access to a neutral third party, i.e. an arbitrator, is the cornerstone of virtually all successful dispute resolution systems. The removal of this important safeguard would be unwise and shortsighted. 3. Degrading the rights of federal employee representatives from the right to negotiate over working conditions to mere "collaboration" is likely to prove counterproductive. Most progressive labor relation systems recognize that employee input at the ground level is invaluable. In short, the proposed NSPS is designed to lower the overall amount of dollars spent on federal employee compensation and to remove the already limited input and strength of federal employee unions. The proposed NSPS is a cost cutting, union busting tactic disguised as a national security issue. DOD has never established nexus between national security and the proposed NSPS. Sincerely,
