March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: While some of the concepts and ideas expressed through the NSPS published regulations are noteworthy and should be debated, discussed, and analized by Dod, unions, and third parties (all together on an equal basis), much of these regulations are distructive to morale, production, accuracy, and teamwork. Paragraphs with promises to provide at a future date more explicit details of pay bands, groupings within pay bands, grievance appeal procedures, etc. combined with contract nullification via fiat don't engender an atmosphere of confidence and trust. Our Constitution is full of checks and balances because the Founding Fathers learned from history the sad truth that whenever men are given a little power or authority, as they suppose, they begin to exercise unrighteous dominion over others. The NSPS regulations as currently published only give such men greater ability to abuse the system as well as employees. The whole proposal needs to be withdrawn and re-designed with DoD and the unions as EQUAL PARTNERS in the process, which was not done for these regulations. Start over from the beginning!!!!
