If people are first classified by tenure, then that means all the terms will go. Well the governemnt raerly hires terms or temps anymore, anyway, the work is all contracted out. the next criteria will be veteran's preference. Will all vets stay and all non-vets go? If that is the case, will it make it easier or harder for vets to be hired? Who would want to hire a vet, knowing that in a RIF, they would be the last to go, regardless if they had an average performance rating for many years? Who would want to hire a disabled vet, with service related health problems? We already have vets with health problems who are allowed by law to take time off. So since these people are off work and the rest of the staff has to pick up the skalc, management then harrasses the employees who are not vets about their leave. The other question is how many performance appraisals would a person have used in a RIF? Just one? So a person hired off the street with one year of service and a better appraisal could conceivably be rated higher than an employee with a slightly lower appraisal. Your appraisal depends on a lot of other factors besides just how well you do the job. The other factors are supervisor bias or favoritism, the established pecking order of appraisals already in place within the unit, the grades of the other employees in the unit, and how appraisals are mandated to be distributed as exceptional, highly, etc. Another factor happens when a person is voluntarily or involuntarily moved to another section. In my agency, because it takes so long to learn the systems, when a person is reassigned, their performance appraisal goes to a fully-whether it is deserved or not. And under this new system, management can move people around as they want. Sincerely,
