March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for three years. During this time I have found the system fair. I enjoyed working on a team that worked together to accomplish their mission. After reading, the NSPS document I notice that the team aspect would be gone. You raise is determine on how will you performed; therfore the sharing of ideas would be gone and the support of each other would be gone. If I help you, then I am putting myself in a position for a lesser raise and putting you in a position for a higher raise. Human nature is selfish. I believe is is better to work on a team willing to share information and ideas. I have worked in the private sector and teaming does not happen. What kind of workforce do you want to create, Sincerely,
