March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about the National Security Personnel System (NSPS)changes to work rules in the Department of Defense (DoD). My comments/concerns are as follows: (1.) Subpart C, Pay, Sections 9901.301 to 9901.373: All Defense employees should get a basic quaranteed pay increase for cost of living and locality pay. Additional pay increase above this minimum should be performance based. Performance payout based on shares is too dependent on rater or supervisor. Payouts could lead to favortism and could result in loss of morale for organization. (2.) Subpart D Performance Management, Sections 9901.401 to 9901.409: Employees should be able to appeal any performance rating. (3.) Subpart F Wokforce Shaping, Sect 9901.6012 to 9901.611: Current layoff.RIF rules, which give a balanced credit to performance, vetern's service and length of service should be retained. (4.) Subpart G Adverse Actions, 9901.701 to 9901.721: Employee should have right to have a representative Due process and fairness demand an independent reviewing body be allowed to review any major sispension or termination. (5.) Subpart I Labor Management, 9901.901 to 9901.929: Should maintain the current labor management law that governs the employees right to organize and engage in collective bargaining. (6.) General: Concerned about proposed provision to deploy employee anywhwere in world without considering employees needs to stay at current dudy station. The proposed provisions are intended to be performance based. However, some of these provisions could be counter productive to the employees overall performance and morale of the organization.
