March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for 31 years. I am opposed to the proposed NSPS system for a variety of reasons: 1) At our facility, our pay-pool is so small there will not be any moneys available for yearly increases. 2) Sure, it is proposed to switch us to NSPS by mid summer at our current rate, then we will have to wait a full year for any appraisals and possible pay increase. This is not fair as no new year increases will be given out. 3) Performance expectations no longer clear cut, making it easier for management to reate employee low due to changed expectations. 4) No recourse/greivence process outside of management group that performs the rating in the first place. Guess what outcome be be in these cases? 5) Wrong reasons used for retention; loyalty and "getting along" with management are wrong. And that is what new system will tend to breed. The typical Civil Service employee is not a bad untrusting person. There is no need to create a "Big Brother" environment to oversee each and every employee. Bad employees can be removed under the present system, they always could be, it just meant a little more work for the manager. That's their job! The NSPS system removes all positive moral from our civil service work force. Where I onc considered being a 40+ year worker, now after 31 years of service and 2 more years until I reach retirement minimum age, I am looking to just make it through and "GET OUT". I know I am and always have been a good, conscientious worker over my 30 year career, but I do not want to put up with this new system that seems to drive us back to the "good ole boy" system. I am sure this new system was thought out by some typical "bean counter" with great ideas and no heart! It is an idea gone bad. Any trust that I have garnished over my 30 year career is in jeopardy, both coming from me to management or vice-versa. I am glad I ma soon getting out of the new proposed system, I predict new employees will not be retained. Of course our government seems to want BIG BUSINESS to take over our jobs anyway. In conclusion, I strongly recommend that the NSPS system be scrapped! We have a system that works! Don't mess with it! Sincerely, Customer Survey - Help us to help you.
