March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: In order to have a fair playing field DoD needs to keep its current regulations (labor & pay) intact, or fully negotiate a new system with the unions, who are the sole bargaining representative for federal employees. Where the change is needed is on the management side of the house and is not corrected by giving management more power. I have worked for a manager who did not care for me. If the current regulations did not exist, I would be out on the street, because my manager failed to do their job. These same bad/poor managers will be here with this new system and they will have the power to wreak havoc on people they don?t like. You can change the color of the spots on leper but you can not change the spots, they still exist. The sad part about this is that there will be no recourse for the employees to fight against these managers under this new system that you have designed, most of the rights, if not all, favor management. I understand changing the game, but at least make the rules fair across the board because the employees are being set up to lose in this game. We support are military often working side by side with them making sure the mission is complete and this is how the government now what to thank us Sincerely,
