NSPS is to govern basic pay, staffing, classification, performance management, labor relations, adverse actions, and employee appeals. The above list includes areas which affect all of the appeal rights an employee has. If a employee is forced to deal with dishonest and unfair managers in order to keep their job, the above worsens the situation because virtually all of the recourse they have to seek corrective action will become void and null if the proposed NSPS becomes the new regulation. Additionally, the proposed NSPS will make a already overly political system more political. The proposed NSPS will not solve problems, instead it will create greater problems; as it will encourage favoritism; not based on merit but based on who likes who. The NSPS as proposed will impress those who tend to abuse power with the value of power, which is often an opposing force to integrity and a good work ethic. The proposed NSPS tramples under foot the work efforts of the front line staff who daily perform tasks to keep various federal agencies operating at a high level of expertise and ethics. It is important to remember the following cliche in reference to the proposed NSPS: "POWER CORRUPTS AND ABSOLUTE POWER CORRUPTS ABSOLUTELY." The power base within government agencies and organizations is already heavily spring loaded on the side of management with the rights and appeal process for employees being very limited. The proposed NSPS will strip employees of nearly all of their rights to appeal their appraisal, adverse actions, and a wealth of other unfair labor practices. In fact, the proposed NSPS appears to be in conflict with the united states constitution. In an effort to avoid negligent retention, please thoughtfully consider the negative impact of the proposed NSPS.
