March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I've worked for DOD for over 30 years and think the NSPS is an attempt to curtail DOD workers? rights, part of an overall national erosion of workers? rights. Letting managers decide who should be paid what leaves the door wide open to favoritism and politicizes the workplace, which the civil service system was developed to avoid. There?s no solid information on how performance will be measured, or how managers would be trained to implement this system. Under the NSPS, we could also lose an impartial appeals system. Federal civil service workers have protections and benefits badly needed by other segments of society. The gulf between low paid and decently paid workers is growing, and our middle class shrinking. We need to keep these rights intact for DOD employees, and spread them to other American workers. Sincerely,
