March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: My current supervisor knows nothing about my job, but under NSPS his rating of my performance will determine if I get a raise and my retention standing in a reduction in force. He has nothing to rate me on other than his personal feelings towards me. Even if he rates me highly, under NSPS my second line supervisor can change the rating, and he knows less about my job than my supervisor. This is just one example of how NSPS's performance based system is flawed. With all the downsizing the government has gone through over the years I am sure my situation is not unique. Sincerely,
