March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I serve in the Air National Guard, I work on F-15 Eagles as an Avionics technician. I do not like the NSPS system for Civillian DOD personell that also serve as military members. The only way I could see it working is if different skill levels got paid on the scale from WG-10 to WG-13 i.e 3lvl would be WG-10 and 5 lvls would be WG-11/12 depending on work ethic etceterra and 7lvls would be WG-13's. This skill level coincides with the military ranking, so that during the week a person that was classed a WG-10 would not, when in military status, be supervising a WG-12. This is a huge conflict that I know will happen with this system. lower grade technicians will be of higher rank in some cases, now you are dealing with a negative situation, where military supervisors may take out there dissapointment with their civillian standings on subordinates. I DO NOT SUPPORT NSPS and no-one else that I have spoke with at our base of 1,300 people do either. Thanks for your time Sincerely, .
