March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. As a taxpayer I object to the expenditure of tax dollars for a system that is designed to eliminate employee rights and protections. I view the Department's proposed personnel system as unnecessary. It is costly and will add another layer of bureauracy within the Department of Defense. The estimated hundreds of millions of dollars in cost are not justified. The system appears to be aimed at eliminating union bargaining rights and employee protections. I suggest that the DOD scrap this proposed system and work with the unions to develop a system that insures a balance that protects workers rights. The Department of Defense is taking liberties with the authority it was given and is unfairly targeting unions. I do not see union bargaining rights as a threat to national security. To my knowledge federal employees in DOD are some of the most loyal citizens. To treat them in this manner is an insult. Those of us who pay our taxes should have a say in the way these employees are treated. I hope you will take these comments into consideration. Sincerely,
