March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: Thank you for taking the time to here my thought on NSPS. Like many other civil service employees we know this program will change our lives. I'm very concerned with the following: 1. Pay banding has not worked in the lower 48 states why would you want to implement a DOD wide system that doesn't work. Where is the concern for a loyal work force? 2. I have been at my present location 22 years and know that this plan will not work at Eielson AFB in Alaska. Why will it not work? At small bases like this one the good old boy program will prevail. When performance time come around it will be the person who is buddy buddy with the boss who gets the raise not the person who has done the job. 3. I have read a lot about the NSPS system and it smacks of nepotism. It will be who you know and go bowling or go hunting and fishing with that gets the job. 4. How can this help national security? At small bases it is very important to have team work and trust in your fellow worker in the harsh Alaska environment. NSPS does not promote loyalty in the work place it destroy teamwork, increase conflict among employees, and reward short-term outcomes. 5. The cost of living here is very high and you propose to take away cost of living raises and with in grade increases. Many of use have to plan our home improvement and car repair/replacement by the cost of living and raises. 6. Fair and equal pay. As it is in Alaska now we don't have the same base pay as people in the lower 48 states do. Our base pay is roughly $3,000 lower for the same grade as a person in the lower 48 states. So you tell us be happy you have COLA. Yes we do. We receive less COLA than in California or Washington DC and have more expense. You have locality pay. Our 25% COLA equated to roughly about 17% because of the difference in base pay. So NSPS mean to civil service in Alaska, Hawaii and Guam, Virgin Island. Sorry folks you are at a lower base pay than the basic pay for the states and we are taking your COLA, cost of living and with in grade increase. thank you for your time. Sincerely,
