March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I am completing a one year assignment as a Student Trainee (contracts) in the SCEP program. I have been given the opportunity for non-competitive entry into the Keystone program with a career advancement potential from my current GS-5 position to GS-11 in 2 years. Sounds great but I was hestitant to commit when I was told I'd have to sign a mobility agreement. Now with NSPS pending and the GS system going away, I'll pass. I'll take my experience and college degree, and go elsewhere. DoD is hurting for good qualified new entrants when so many current civilians are retiring. NSPS is not the way to attract new prospects to fill all of the pending civilian vacancies. Sincerely,
