March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: To Whom It May Concern, I am amazed at the Federal Register notice published on Feb. 14, 2005. Reading the notice was time consuming and horrendous, and understanding the full scope and impact was impossible. 30 days for PUBLIC comment on a document unreadable to our fellow citizens is laughable, and this proposal has not had any Real public discussion on it's contents and ramifications. It seems to me that this proposal is an insult to the Defense Department employees, who I am sure are hard working government employees and American citizens who deserve better. This proposal is an outline with no detail on how employees will get paid, evaluated, promoted, demoted, fired, and treated - it is all very general - and parts seem to be ?detailed? are not fair, open and honest. How the government treats it's employees is a blueprint for private industry, academia, small organizations, and every other employer in this country. Our government should be a leader in employee/employer relationships, and lead the way for a better quality of life for ALL it's citizens. It seems to me this proposal is a roll back to a time where workers were not treated fairly, overworked, underpaid. I am fortunate not to have lived 80-100 years ago, when people died for fair hours & pay. I paraphrase one article - - "boot-licking" will come into style again! What is so wrong with the current system of how the government pays, hires, fires, evaluates, it's employees? I believe it is fair and open process, and allows employees to serve the citizens of our country in the same manner - fair & open. There is always room for improvement, but productive, constructive improvements start with a solid foundation (which we have), not throwing everything out and starting from scratch. The proposed process is arbitrary and capacious. I am very concerned about this proposed and what it might mean to this country. Please reconsider this proposal and improve the current system (if ?something? must be done) This country and it?s citizens have important issues to seriously deal with, such as good quality healthcare, education, a healthy safe environment, for all its? citizens. We as a nation need to make sure everyone of our citizens, has a decent roof over their head, food on their table, and an open honest government that helps it?s citizens - not hinders them.
