March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. My main concern is the fact that for the last 19 winters that I have worked as a civilian at Eielson AFB, AK, I have had 19 different supervisors. Usually a E-5 or E-6, young supervisors that controlled my career. Since I work seasonal, winters, when I report to my duty section each October I have a new supervisor and I must re-prove myself as a competatant worker. It bothers me that a junior supervisor has so much control over my career. Personalites play a major part in being a supervisor. If my section had a full time civilian supervisor such as a WS-12 or comperable, then when work assignments or grading of performance was accomplished, it would be consistant and fair. Under this new system, my job is in jepreody each year. I agree that we have needed a system that would allow a supervisor to eleminate "dead wood" in the work force. Some things in this new system are good and long overdue. I only plan to work another year and then will retire, leaving the DOD system, but I have real concern for others still in the system.
