March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I a veteran and have worked for DOD for over 30 years. I whole heartedly endorse a this represenative, democracy of the United States of America. It is unbelievable that anyone in DOD would misrepresent to Congress and the rest of the American Public that there are Gov't (Bargaining Unit) Employees, who have "poor preformances". The reality is that DOD developed excellant regulations years ago for handling poor preformance, and also for rewarding "outstanding" prefomance. The real problem is to have Supervisors go by the rules, without violating the employees rights as American citizens. NSPS without the "OVERSIGHT" of other government departments or agencies for DOD empoyees, appears to be the beginning of an imbalance of power in our Three Branch System of Government. A section with a team of all outstanding employees can be forced to categorize the team from outstanding to poorest, even though they are all outstanding because there isnt enough money to give them all raises. Without having third party protection it is impossible to function as an Offical for the Union. To do so gives the impression that we are in cahoots with management, as it is allowing the Union to operate totally under DOD rules. Sincerely,
