March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: As a career government employee and member of the Air Force Reserves I would be directly impacted by the proposed NSPS work rules. The active military member is called upon to travel wherever and whenever to perform in whatever conditions to accomplish an intended mission. As a civilian employee I consider the varied needs of the military in the performance of my tasks. While the hardships may not be the same, I/we respond to agency requests to accomplish countless tasks that enable the military to have the best chance to succeed. An agency needs to have rules in place to help it succeed also but the rules should be equitable and appropriate. From what I've reviewed of the lawsuit and proposed rules those qualities have been circumvented. Linking pay to performance is a reasonable idea but not at the cost of other employees while curtailing the representative avenue that challenges equitable character supposedly inherent in the system. Those who perform well (most) but not outstanding would seem to have to accept a stagnant income. Perhaps the lawsuit could have been avoided by having ideas that encompass both sides to effect a needed adjustment to broaden an agencies capability. Sincerely,
