March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I'm writing to voice my concern over the proposed changes to my pay system should NSPS be imposed. I recently joined the Air Force team via an intern program unique to Tinker AFB and the University of Central Oklahoma. To become eligible, I changed my major which caused me to lose credit hours, and ultimately pushed back my graduation date almost half of a year. In exchange for completing the degree program the Tinker intern program required and keeping a high GPA, I was promised a two-year non-competitive career progression from GS-7 to GS-11. I've just begun my year as a GS-7, and have been given no explanation or guarantee that the original terms of my agreement would be upheld should NSPS be implemented. I did not sacrifice my original degree program, throw away credit hours, and live on internship wages for a year just to "roll the dice" that the government might hold up its end of the bargain - I did those things because even though the financial rewards are less, the government can usually be relied upon to honor its word. Did I make a mistake? Further, the idea that cost of living raises and locality pay differentials are on the chopping block, or left to the whims of a low-level supervisor is absolutely sinister.
