March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I have worked for DOD for 15 years. I am a GS-12 step 8. I work very hard and usually get the highest performance rating. Your proposed regulations are misguided and need to be changed. It gives too much power to the supervisors. It would be OK if the supervisors we had were intelligent, fair, decent people. So far I have had very few bosses like that. For instance, I once received the highest possible midpoint rating from a boss, who was then replaced, then the new boss gave me nearly the lowest rating only 2 months later. My work level did not go down, it was only that the new boss didn't like me. He said he did not think women or mothers should work. He has problems with all his female subordinates. I've had plenty of problems with discrimination from bosses. Not once but TWICE I've been demoted "because you are pregnant" was the direct quote from my male boss. And you want to put these people in charge of determining my annual pay?! I have a master's degree, yet the people (correction, make that MEN) who are promoted here over me have only high school educations. There are NO female bosses here and no female has ever been promoted to a GS-14. If there is anything wrong with the system that needs fixing, it is gender discrimination. Don't throw out the whole civil service system. Even though I have some horrible bosses, and I'm sure I sound disgruntled, I still work very hard and do my very best on my job every day. Please do not let my discriminatory boss decide he wants to pay all the women less than the men. I'm sure that would happen, since he also gives all the men all the high-visibility tasks. Please, please, stop this train wreck before it happens! Sincerely,
