March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This will be sent to both DoD and my representatives in Congress. I have worked for DoD for years. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. I am totally against NSPS pay band. Losing our cost of living raises, locality pay, step raises plus union representation and seniority I feel is wrong. Placing the decision of our financial status in a few people's hands is totally unfair to us. I believe the "pay for performance" system will promote favoritisim and the "the good ole boy" buddy system which is unfair to most employees. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly. If we are paid according to salary ranges, based on our level of work, job difficulity, performace and contribution ( in some cases we have no control of the situation, it is based on other job performances) this too is totally unfair, for our jobs/workloads complexity has been assigned to us not chosen by us. Not having a detailed job description to be measured by is also unfair to us. How will we know how to perform if we don't know what tp perform? How will this effect our retirement, the high three?
