March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: Where to begin? It is disgusting that given the amount of time to create NSPS this is the best that could be done. Instead of moving the DOD system forward NSPS seems to go back to the days of back room deals. NSPS is the "good ol' boy" system on steroids. Many times in the proposed document I read the following: "at his or her sole and exclusive discretion, the Secretary may". At times the phrase "unreviewable discretion" is used. What country do I live in? The America I have spent 31 years defending is comprised of checks and balances. No authority should be given the power requested by the SOD. Our founding fathers wrote a constitution requiring checks and balances in our government. How is the SOD above the constitution of the US? Many time in the proposed NSPS we are told "DOD will issue implementing issuances". The professionals whom developed this could not even generate a full NSPS. We must wait on the details and reply to a shell model. If this niw system is so great, why not display the details in the light? Allow managers to set pay according to performance appraisal? Most managers in my organization do not know how to do a correct performance appraisal now. Counsellings are rarely done as specified, and performance objectives are extremely subjective without employee input. I would be ashamed if I was on the team that generated NSPS. Poorly planned, deceitfully implemented, and void of human understanding and basic rights. So much more negative feedback could be given to this document but I really feel like any employee comments will not make a difference. This is not the same freedom loving country I was raised in.
