March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. Where are the checks and balances for this system? These new rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American People. I have a boss who I am confident will try to do his best to make this fair. What happens if he is replaced by someone with less scruples? I am no one's drinking buddy here. Will this hurt me one day since I prefer the company of my two young children and husband to that of the local VFW? All the questions we have posed to our union reps were answered with "We don't know'. How can we possibly embrace a program that we are being told by politicians no less that "Trust us it will work!" NSPS is trying to ensure the best people are kept. Those safeguards are in place now. They are called annual appraisals. My last one was an overall excellent and I am striving to get an outstanding on my next one. Can I earn that on merit or do I have to go get a beer with the boss? Sincerely,
