March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: I am retired from Robins Air Force Base after working 27 years as an air craft sheet metal mechanic on the F-15 wing. This job was very good to me and I am grateful. I worked for a great many supervisors and can tell you confidently they run the gamut from intelligent and fair minded to not so intelligent and prejudiced in one way or another-( whether it be for their buddies- who may be black, white or another nationality) or some other criteria. They, in other words are human, as we all are, and not perfect. Their job is difficult and they actually face extreme anger when appraisal time comes.Up to this time they have had something to hide behind- everyone who has worked for Civil Service KNOWS the supervisor has only so much say in the appraisal system, that there ARE quotas and other rules the supervisor must comply with. I do not write this as a disgruntled ex- employee because I am not one. However , I was friends with some supervisors and also experienced and observed many things while working and do assert that what I am saying here is true. I am fiercely opposed to NSPS for several reasons, the foremost being the removal of tenure as a safeguard in job retention. This is absolutely essential for employees whose employment depends on a system that allows opinion to control employment. The supervisors will be forced into a position where their very lives may be in danger. You are treading on very dangerous ground when you are in control of a man's livelihood. No one in his right mind believes the supervisor will not still be subject to DIRECTIVES that tell him to advance this group or that group- and do not count me prejudiced- I am not. If ANYONE works and earns anything he should get it-- but only if he earns it. There is the very real threat that long time employees could fare worse at employee reduction time to aid in budget restraints. As for being put in a position of having to be deployed to any place if necessary, I thought when I signed my employment pappers I had agreed to that. I, and most of the people I worked with, I am convinced are patriotic to the Nth degree and would be willing to do anything for our country if the need arose. Somewhere down the line this present administration, which I helped elect, has lost respect for and consideration for the welfare of the little man, including Civil Service employees. Well, after years of working Civil Service I feel qualified to tell anyone the workforce at Warner Robins is Top Notch, proffesional in what they do, extremely effective at getting the job done and done well,commited to the safety of the men and women who will fly the aircraft they work on. They deserve the highest degree of support and consideration. I was never a member of the union. Sincerely,
