March 15, 2005 DoD NSPS Comments , DoD NSPS Comments: To whom it may concern, I'm writing on behalf of the pending legislation to approve NSPS. For the record, I'm opposed to the approval or adoption of this pending legislation. The current personnel system is biased and based in large cases on favoritism. What NSPS will do, is create an enviornment that will allow blatant favoritism to exist in the workplace concerning raises and promotion opportunities. A normal civil servant who comes to work on time and does their work, but may not be one of the perceived favorites or in with the current clique, may not get promoted. But, they were always assured of their automatic step increases throughout their federal career. This was the equalizer if that person were not the most politically correct, or keeping up with the Jones'. The other equalizer was the Cost of Living allowance (COLA) increase everyone could anticipate to keep us afloat with inflation. The final equalizer (that may or may not get utilized) was the current complaint process: throught the applicable portions to the collective bargaining agreement, through EEO, through MSPB, or through an OSC complaint. These equalizers in place allowed the "average Joe" the options to keep his or her head above water, and survive throughout their federal career. NSPS will kill these options. NSPS will eliminate seniority and veteran's preference (which is why Civil Service was established in the first place...to assist the veteran after service). NSPS will create an enviornment so bent on favoritism, that the average worker who comes in to do their 8 hours (people who never cause problems and do their work), will sucumb to becoming middle of the road performers because of the frustration they will encounter in the baised enviornment NSPS will create. Reform is needed, but not under the guise of National Security. The current political mind set (post 911) has been to rush to the bandwagon of National Security and create additional layers of government to combat the evil do'ers that threaten the United States. We have become a paranoid nation, and are turning against ourselves. We need to look at history...history can repeat itself. This is remeniscient of the days of Joseph Stalin. Is the U.S. ready to treat its employees like this. How will this affect future recriutment? We have come to work over the years and everyday to support our armed forces. Why are you going to throw us away and treat us this way by adopting NSPS? Please reconsider adoption of NSPS. Sincerely, John Esquivel Sincerely,
